Francis Riggan was born circa 1730 at Surry County, Virginia. He was the son of Joseph Riggan Jr and Mary ? He married Mary Pegram in June 1759. Francis died 1818 Warren Co., NC

He bought property from Daniel Pegram on 16 June 1759 at Granville County, North Carolina, 180 acres on the west side of Hob Quarter Creek.
