Before the Revolutionary War, Richard Winn moved from Virginia to present-day Fairfield County, South Carolina.  His lands encompassed the present site at Winnsboro, Fairfield County, South Carolina.  As early as 1777, Charles Seale and his family resided at the settlement of “Winnsborough,” where he worked collecting road taxes.
