Joseph Phillips was born in 1755, a son of joseph Phillips and Mary, about the same time that they immigrated from Wales to Pennsylvania.  The family settled at Lionville, Chester County, Pennsylvania.  Joseph was a weaver, and a farmer.  He took part in the founding of the Vincent Baptist Church of Chester County.

Phillips and his three older brothers served during the Revolutionary War in the Chester County Militia. He was an Ensign in the Second Company of the Seventh Battalion.

He married Mary Hall, April 24, 1778, at the Vincent Baptist Church of Chester County.  They were the parents of five known children:  David, Sarah, Susanna, Mary and Jesse.

After the war, Phillips and his wife, along with his brother, David, moved west to Upper Saint Clair Township, Allegheny County, Pennsylvania.  Joseph served as a deacon at the Peters Creek Church with his brother, who was the pastor.
